I Have A Small Layer Of Fat On My Chest, How Do I Get Rid Of It?

Its more muscle than fat, but i want to shred the fat, so that i can see my pecs better.
I know that you must do cardio, but the problem with that is, that, I don’t want to be lean and cut, i wanna be HUGE and cut. So i figure that if i do cardio, then that will take me futher away from my goal, because that will cause me to lose calories, and Im trying to gain weight.. Muscle weight.
If i do cardio, then it will jsut make me scruany.
Is that true?
I’m so lost.
I just want to lose my chest fat, without loseing weight. I wanna gain muscle, but at the same time, i wanna lose weight. please help.

Exercise everyday like jogging around the block
Skip meals. Eat 2 times per day than 3 times per day
Dont eat until you’re full
Eat fruits at night if your hungry.
Drinks lots of water and stop all the fast food and chocolate.
