How Many Sets/ Reps To Lose Fat Arms Ive Always Had?

im about 160 right now, ive lost 10 pounds in about 2 months. the fat on my stomach and legs has come off a bit but my arms have more or less stayed the same. they just have stretch marks on the back inside of my arms and on the sides i have a tiny bit. ive exercised on the machines at the gym for the chest, biceps, triceps and all that and it hasnt really done anything. my biceps are beginning to look kind of big and they say its impossible for girls to have huge muscles but ive always had big arms ever since i could remember…i DONT want big muscles! for the biceps ive done the machines of about 20-30 lbs (6 sets), the triceps ive done about 65 lbs with 6 sets of 20, and the muscle right next to my shoulder (forgot name) ive done 6 sets of 20 reps (20-30 lbs). am i doing too many sets or too many reps? all i want to do is lose overall fat and have toned muscles. i dont want big muscles. any ideas?
i go to the gym 4-5 times a week for about 1 hour. 30 minutes with weights and 30-40 minutes doing cardio (stairmaster or elliptical).

You can’t pinpoint one spot on the body to lose weight…I know it sucks too!!!!!LOL but sometimes fat just settles around a specific area and won’t disappear but maybe with a specific diet they might tone up…i use too weigh alot and i still have my strechmarks….i lost 40 pounds!!!!
