Fat tissues are different from muscle tissues.  Fat is burnt off by cardio and other exercises, yes running will help along with other forms of exercises.  Doing weights training will also help in overall and uniform fat burning from all parts of your body.
In addition, weights helps tone the muscles in your body in specific parts, beneath the fat tissue, so its two different processes and two different tissues in the body, really.  One should not be confused with the other.
