Yes you can gain muscle tone in the area that you target. However, the fat that is on top of the muscle doesn’t belong to that muscle. Instead, it belongs to the entire body, and as such it will be removed in the reverse order that it was placed.
Bottom line: for muscle toning, exercise that particular muscle or group. For body fat reduction, burn calories using large muscle groups and aerobic exercise.
I like blitz’s analogy regarding muscle and fat, nicely put.

You will gain muscle but it’s impossible to lose fat in only one part of your body. To lose your excess chest fat you will have to burn the calories through diet and cardio.
Pullups and chinups aren’t a bad idea though. 1 pound of muscle burns 50 calories a day, while 1 pound of fat only burns 2 calories per day. So you will have an easier time burning fat if you add muscle.
