Sure. However it doesn’t mean the gain will be necessarily noticeable but you can lose fat and gain muscle in 1 month.
Here’s what you do:
1: push ups, lots of them. Once you can hammer out 25 of them without pausing in the middle you need to increase your range of motion. Start doing them on your knuckles or get some kind of push up stand to work against.
2: Weights. If you have access to a gym or a weight machine then use that otherwise you’ll have to improvise with dumbells. Do some chest flys, bench press & military press. Basically anything that works the chest.
3: Cardio and lots of it. Doing resistance exercises will give you muscles but it won’t do a thing about body fat. You need to do cardio for that. 30 minutes to 1 hour a day is what you should be aiming for.
4. Rest. Never work a muscle group without giving it a full day in between to rest up which is why I always recommend a Day 1/ Day 2 rotation. Day 1 do your muscles, Day 2 do your cardio. And resting your mind is as important as resting your body. Make sure you get enough sleep.
5. Eat properly. Very often overlooked. To build muscle you need protein usually go 1 – 1.5 grams of protein per pound of body weight. This is a lot but if you start taking whey and other protein powders you will find it’s a lot easier to do. Also don’t sacrifice veggies so that you can take in more protein, you need plant material as well to be healthy.

you cannot “spot reduce” fat. your only hope to reduce chest fat is to do things that encourage overall fat-burning, like cardio, heavy weightlifting, and high-intensity intervals (like sprints).
to build chest muscles, the best exercises you can do are push-ups, bench presses and (to a lesser extent) shoulder presses, pull-ups, dips, and power cleans. you should also do heavy, deep squats and deadlifts to stimulate overall muscle and testosterone production. don’t listen to workouts that include 30 different chest exercises–these basic lifts are all you need.

Well, Steve, how much muscle you looking to gain? How much fat you looking to lose? Depending on those goals, your question may be unrealistic or totally achievable.
However, I want to know what you’re currently doing that your chest is lagging behind the rest of your body. If you’re just starting out and think that all you need to do is strengthen your chest and arms, we need to talk.

push ups every other day, go from 10-20 and from 20-10 and work your way up. you can do wide push ups for chest and narrow for triceps and biceps. remember to inhale when you go down and exhale when you go up. don’t think its a race. do it all at a nice pace to get a good work out.
NO soda and rest.
